The ‘MacDonald Group’ refers to the advisory group chaired by Flora MacDonald, the former Foreign Minister of Canada, on the role of Commonwealth non-governmental organisations in promoting human rights amongst Commonwealth member states. Prompted by the question of sanctions against apartheid South Africa, the MacDonald Group brought together representatives of the Commonwealth Journalists Association, Lawyers Association, Trade Union Council, Medical Association, and Legal Education Association in 1989, with a view to presenting a report at the 1991 Harare CHOGM.
