Moussa Muhammad Koussa (b.1947) is a Libyan politician and diplomat who served as head of the Libyan Intelligence Agency from 1994 to 2009 and Minister of Foreign Affiars from 2009 to 2011. During the Civil War in 2011, Koussa fled to the UK via Tunisia, before relocating to Qatar.
