Herbert Samuel Walker is a Jamaican diplomat and former Governor of the Bank of Jamaica (1977-81) who served as his country’s High Commissioner to the United Kingdom from 1981-88. From 1989-92, he was Jamaica’s Permanent Representative to the Specialised Agencies of the United Nations at Geneva, where he was elected President of the Common Fund Conference.
