Olara A Otunnu is a Ugandan Lawyer and President of the Uganda People’s Congress. He has a long history of involvement with the United Nations, serving as Uganda’s Ambassador and Permanent Representative from 1980 to 1985, during which he acted as President of the Security Council (1981) an Vice-President of the General Assembly (1982-83). From 1998 to 2005, Otunnu was UN Under-Secretary General and Special Representative for Children and Armed Conflict.
