Dr Rudolph Collins is a Guyanese diplomat who led Guyana’s Foreign Service from 1972 to 1978. He was subsequently Ambassador to Venezuela (1978-84), Director of Administrative Services and then Assistant Secretary General responsible for Human and Social Development in the Caribbean Community Secretariat (1986-96), and Chairman of the Guyana Elections Commission overseeing the 1992 elections.
