Sir William Leonard Dale (1906-2000). Lawyer and civil servant. In 1961 he became legal adviser to the Commonwealth Relations Office, and also worked at the Africa Office dealing with the break-up of the Central African Federation. In 1983 he published The Modern Commonwealth.
